	<u>Background</u></p>
<p>
	&#8230;The following Jewish and secular moral principles serve as the foundation for the Conference&#39;s position on the development of agreements and policies to address climate change:</p>
<p>
	Responsibilities to Future Generations: &quot;Therefore choose life, that you and your descendants may live.&quot; (Deuteronomy 30:20) Humankind has a solemn obligation to improve the world for future generations. Minimizing climate change requires us to learn how to live within the ecological limits of the Earth, so that we will not compromise the ecological or economic security of those who come after us.</p>
<p>
	Integrity of Creation: &quot;The human being was placed in the Garden of Eden to till it and to tend it.&quot; (Genesis 2:15) Humankind has a solemn obligation to protect the integrity of ecological systems, so that their diverse constituent species, including humans, can thrive.</p>
<p>
	&#8230;Together, the people of the world can, and must, use our God-given gifts to develop innovative strategies to meet the needs of all who currently dwell on this planet, without compromising the ability of future generations to meet their own needs.</p>
<p>
	THEREFORE the Central Conference of American Rabbis resolves to:</p>
<ol>
<li>
		Call on the United States Congress to take leadership on the issue of Global Climate Change and support the McCain-Lieberman Climate Stewardship Act&#8230;</li>
<li>
		Urge the federal government to immediately adopt a variety of policies to accomplish emissions reductions, including&#8230;</li>
<li>
		 </li>
<li>
		 </li>
<li>
		Urge institutions within the Jewish communityh to promote and provide resources to conduct energy audits of private homes and communal facilities, including synagogues, schools, community centers and commercial buildings and to promote eco-friendly purchasing.</li>

		<b>BACKGROUND</b></p>
<p>
		&quot;The earth is the Lord&#39;s and the fullness thereof&quot; reminds us that we are only stewards of nature, obliged to cherish and preserve it. Jewish tradition is emphatic that human dominion over nature does not include a license to abuse the environment.</p>
<p>
		&#8230;During the last ten years, reliance on imported oil increased from less than 30% in 1980 to nearly 50% in 1990. During the same period numerous successful programs that would have reduced our use of oil and energy were undercut or underfunded.</p>
<p>
		&#8230;Conservation and efficiency are needed in all sectors of our economy, however, few sectors offer greater potential gains than transportation.</p>
<p>
		<b>THEREFORE</b>, the Union of American Hebrew Congregations resolves to:</p>
<ol>
<li>
			Reaffirm our 1979 resolution supporting the development of a national energy policy centered on conservation of energy and development of alternative energy sources and reaffirm our opposition to the further expansion of nuclear energy until the unanswered questions regarding safety and disposal of nuclear wastes are satisfactorily resolved.</p>
<p>
				&#8230;.4. Oppose off shore-drilling, drilling in the Arctic National Wildlife Refuge and drilling in other environmentally sensitive areas until it has been demonstrated that it can be done in an environmentally sound manner and until it has been approved both federally and locally in the affected areas, after public debate.</p>

		<strong>BACKGROUND</strong></p>
<p>
		The Jewish community&#39;s mandate to cultivate, protect, and nurture the environment is deeply rooted in our tradition. The commandment <i>&quot;Bal Taschit&quot;</i> enjoins &quot;Do not destroy things from which humanity may benefit&quot; (Deuteronomy, 20). The warning against idolatry founded in Deuteronomy reminds us that if we abuse the environment, displaying contempt for the integrity of God&#39;s creation, purse rain will cease to fall and the ground will cease to yield its produce.</p>
<p>
		&#8230;As we continue to better understand environmental issues, it becomes clearer that, while in the long term environmental problems affect us all, in the short term they have a greater adverse impact on minorities and the poor. Three out of five trash incinerators in the United States are located in poor or minority neighborhoods.</p>
<p>
		<b>&#8230;THEREFORE</b>, the Union of American Hebrew Congregations resolves to:</p>
<ol>
<li>
			Call upon the federal, provincial, state and local governments of the United States and Canada to protect our current wilderness areas, create new ones, and work to protect ecologically sensitive and endangered bioregions of the world.
			 </li>
<li>
			Call upon the federal, provincial, state, and local governments of the United States and Canada to ensure the continuation of animal and plant species&#8230;</li>

				&#8230;For more than forty years the Reform Movement has advocated in defense of our environment and all those species &mdash; from the smallest creatures to humankind itself &mdash; that rely on our shared natural habitat and resources for survival. </p>
<p>			&#8230;We now face the unprecedented challenge of climate change due to greenhouse gas emissions, and the need for serious and urgent action on this issue has never been clearer. This growing threat, along with our rapidly decreasing supply of fossil fuels, further illustrates the need for strong energy and environmental policies at every level.</p>
<p class="Content" style="clear: both;">
				&#8230;<b>THEREFORE</b>, the Union for Reform Judaism resolves to:</p>
<ol>
<li>
					Support U.S. and Canadian domestic climate and energy policies that:</p>
<ol type="a">
<li>
							Reduce greenhouse gas emissions through properly constructed governmental policies &mdash; such as cap-and-trade, a carbon tax or other methods to achieve these ends &mdash; that ensure that the price of energy reflects its <i>true</i> costs, including costs to our environment;&#8230;</li>

		<em>This sermon was originally delivered in July, 2010 by Rabbi Alexandra Wright, Senior Rabbi at the Liberal Jewish Synagogue in St. John&#39;s Wood, London, England.<br />
		</em></p>
<p>
		One of the peculiarities of being Jewish is that we live across two time zones.  We live in the world of the secular calendar from January to December in the year 2010, but we also live within the Jewish calendar in the year 5770 and currently in the month of Tammuz.  T</p>
<p>
		&#8230;Last Tuesday was the Fast of the Seventeenth of Tammuz, a day to which Jewish tradition ascribes a number of catastrophes, most notably the breaching of the walls of Jerusalem by the Romans in the year 70 CE.  The day inaugurates a three week period of mourning known simply as the Three Weeks, culminating in the major fast of the 9<sup>th</sup> Av which commemorates the destruction of both Temples and more recent tragedies in Jewish history, including the Holocaust.</p>
<p>
		&#8230;But even as we rejoice&hellip;it might be appropriate during these Three Weeks of solemn commemoration, to draw our attention to one of the greatest tragedies that is unfolding before our very eyes even as we speak.</p>
<p>
		I am referring to one of the worst environmental catastrophes in history: the explosion at the Deepwater Horizon Oil Rig on the night of April 20<sup>th</sup> and the spillage of thousands of tons of oil into the Gulf of Mexico that remains unstoppable even until today. </p>

The Talmudic concept bal tashchit, &ldquo;do not destroy,&rdquo; was developed by the rabbis into a universal doctrine that dramatically asserted God&rsquo;s ownership of the land. This concept came about in a commandment to preserve the foliage of city even during a war, &quot;When in your war against a city you have to besiege it a long time in order to capture it, you must not destroy its trees, wielding the ax against them. You may eat of them, but you must not cut them down. Are trees of the field human to withdraw before you under siege? Only trees that you know to not yield food may be destroyed; you may cut them down for constructing siege works against the city that is waging war on you, until it has been destroyed. (Deut. 20:19-20)&rdquo;</p>
